Purpose

Council is reviewing the Infrastructure Special Rate and Charge Scheme Policy as part of regular policy review schedule.

This policy is guided by the 2020 Local Government Act.

What is a Special Charge Scheme?

A Special Charge Scheme is a levy on property owners that is used to fund projects where those owners receive a special benefit beyond that of the wider community.

It is commonly used for infrastructure projects like footpaths, drainage or road sealing works.

The benefits may include improved access, enhanced safety or increased amenity.


The review of the policy focused on the details to processes and Council's responsibilities.

Key updates include:

  • Streamlining the previous management procedure into clearer policy guidance.
  • Introducing an early assessment step for community-initiated proposals.
  • Improving clarity and consistency of wording.
  • Added a Resident Agreement process as an alternative to the Special Charge Scheme.

The Resident Agreement option provides:

  • Voluntary participation versus mandatory participation.
  • Flexible financial contributions between property owners.
  • A more adaptable process not governed by the Local Government Act.

These changes enable this policy to be used for projects that have a lower strategic value or where there is not enough community support for a Special Charge Scheme.
