In 2023, Council launched a three-year Tiny House on Wheels (THOWs) Pilot Program, running until December 2026. Council will now undertake a midway evaluation to assess how well the pilot is supporting participants, identify any barriers to participation, and determine whether changes, additional support, or improved communication is needed.

This evaluation will also inform decisions about which elements of the policy should be retained or amended if the pilot is made permanent. Applications will remain open during this period. All tiny house applications must comply with the requirement to be built on wheeled trailer bases and located on privately owned land with the landowner’s consent.

The following three surveys will support monitoring and evaluation of the program and help inform recommendations to Council at the conclusion of the pilot.
